Where Non-Penetrating Guardrail Fits

OSHA requires fall protection wherever a worker can fall four feet or more in general industry. In practice, these are the conditions we get called about most:

  • Unprotected roof edges on flat commercial and industrial roofs
  • Rooftop equipment within 15 feet of an edge — HVAC units, chillers, exhaust fans
  • Roof hatches and ladder landings, where a worker steps out into open space
  • Parapet walls that are too low to count as a barrier on their own
  • Standing seam and R-panel metal roofs, using seam clamps instead of fasteners
  • Solar arrays, where rail goes up before the panels and stays for maintenance access

Non-Penetrating Guardrail FAQ

The questions we field most often from facility managers and general contractors specifying passive roof edge protection.

No — avoiding that is the entire point of the design. Because nothing penetrates the membrane, there is no new fastener hole for a roofing manufacturer to take issue with. Weighted bases sit on protective pads that spread the load and shield the membrane surface. If your roof is under an active warranty, tell us the manufacturer during the quote and we will confirm the base and pad configuration is compatible before anything ships.

Counterweight and geometry. Each stanchion sits in a heavy base positioned back from the edge, and the bases are tied together by the top and mid rail so the whole run behaves as one assembly. The system is engineered and tested to withstand a 200 lb force applied in any direction to any component, the load case OSHA specifies in 29 CFR 1926.502. On metal roofs the counterweight is replaced by S-5 seam clamps that grip the standing seam directly.

Yes, and that flexibility is a real advantage over anchored rail. Because the system is not fixed to the building, runs can be relocated when you add rooftop equipment, change a walking route, or re-roof. Our folding rail option goes a step further and lays down flat when the roof is not in use, which is common where a building owner wants the sightline kept clear from the street.

Up to a point. Weighted systems are designed for low-slope roofs, and beyond a modest pitch the counterweight approach stops being appropriate. For standing seam, corrugated, and R-panel metal roofs we switch to clamp-mounted or mechanically fastened bases engineered for that specific profile. Send us the roof type and slope with your quote request and we will specify the right base rather than guessing.

For most facilities, yes. Guardrail is passive protection: it works whether or not a worker remembers to clip in, needs no annual harness inspection, and requires no training program. Warning lines only mark a boundary and depend on the worker respecting it. A lifeline is active fall arrest and only helps after a fall has already started. The hierarchy of controls favors eliminating the hazard, which is why we lead with guardrail and add active systems only where work genuinely happens beyond the protected zone.

California enforces its own standard, Title 8 Section 3209, which is stricter than federal OSHA on guardrail dimensions and toe board requirements. If your facility is in California, standard federal-compliant rail may not pass inspection. We build a dedicated CAL/OSHA 3209 line for exactly that reason. Facilities running multi-state programs often standardize on the stricter spec so one drawing covers every site.
